IBM Secures $112M DeCA Contract to Modernize Electronic Shelf Label System

IBM has won a contract worth a ceiling of $112 million over five years from the Defense Commissary Agency to upgrade the electronic pricing display system in commissaries around the world. As per the contract, IBM will upgrade the existing Electronic Shelf Label system at 177 commissaries in the US and install new systems at 58 international commissaries in 12 countries. The contract aims to provide real-time pricing updates, better product availability, and easier store operations as per the digital transformation strategy of the Department of War.

“IBM is proud to continue supporting DeCA’s mission to deliver a modern, efficient shopping experience for military families worldwide,” said Susan Wedge, Managing Partner, U.S. Federal Market for IBM. “This award underscores our commitment to innovation and operational excellence across the defense retail ecosystem.” The contract also includes hardware maintenance, software licensing, cybersecurity and vulnerability mitigation, training and ongoing operational support for existing ESL infrastructure, including proprietary Pricer software and hardware, third-party components such as Windows operating systems and DeCA’s integrated web-based ordering platform, with overseas deployments scheduled to begin in early 2026.
