Morgan Stanley Announces Investment in Greenlight Electricity Centre for Power Project for Data Centers

Morgan Stanley Investment Management (MSIM), through its private infrastructure investment platform Morgan Stanley Infrastructure Partners (MSIP), has announced a major equity investment in the Greenlight Electricity Centre, a 932-megawatt gas-fired combined-cycle power generation development in Sturgeon County, Alberta.

MSIP is entering the venture alongside large-cap midstream operator Pembina Pipeline Corporation (Pembina) and project originator Kineticor Asset Management (Kineticor) to fund and execute construction of the estimated $4.6 billion energy facility. Under the newly finalized joint ownership structure, MSIP and Pembina will each command a 47.5% equity interest in the Greenlight partnership, while Kineticor will retain the remaining 5% stake.

Overcoming Grid Constraints for Hyperscale Infrastructure

The capital commitment aligns with MSIP’s core thematic investment strategy, which prioritizes the development of highly contracted, baseline power infrastructure to address structural electricity supply-demand deficits across North American markets. As the deployment of artificial intelligence architectures and massive data center clusters accelerates exponentially, regional power grids face intense capacity limitations.

The Greenlight Electricity Centre is engineered as a dedicated, behind-the-meter utility framework built to resolve these constraints. Once construction is finalized, the facility will supply electricity under a long-term, fixed-price offtake agreement to a premier hyperscale technology customer currently constructing an adjacent, co-located data center campus.

By operating as an independent, self-contained power solution, the project protects the local consumer utility grid from massive industrial load spikes. This localized generation strategy aligns with Alberta’s regulatory preference to have large-scale digital enterprises finance their own infrastructure, reducing general transmission and distribution costs on public utility bills.

Technology, Project Delivery, and Execution Timelines

The infrastructure asset will deploy high-efficiency combined-cycle gas turbine (CCGT) technology designed to optimize thermal efficiency while leaving room for future carbon-capture modularity. The consortium expects the facility to officially begin transmitting commercial power to the data center campus in the second half of 2030.

Under the operational agreement, Pembina will leverage its regional footprints and large-scale industrial project delivery experience to serve as the primary construction and operations manager. Kineticor, the original developer that advanced the project through its initial permitting, design, and regulatory interconnection phases, will continue providing ongoing construction management and technical support.
