Kapsch TrafficCom Expands Satellite Tolling To The Netherlands

Kapsch TrafficCom has deployed its Geo Location Platform (GLP) for satellite-based tolling in the Netherlands, marking a key step in the expansion across European tolling domains.

The GLP is now operating in both the Netherlands and Belgium, where it is used to create tolling transactions through Kapsch TrafficCom’s own map-matching, trip-building and tolling contextualisation capabilities.

“The expansion to the Netherlands is a key milestone because it shows that our technology is ready to support new tolling schemes at the level of accuracy and reliability that authorities and service providers require,” says Justin Hamilton, Director Location Based Charging at Kapsch TrafficCom. “With the GLP now operating in both the Netherlands and Belgium as well as Bulgaria and an upcoming launch in Lithuania, we are demonstrating that we can deliver the intelligence behind satellite tolling across different national schemes, regulatory environments and road networks.”

The GLP enables satellite tolling, road user charging and location-based business applications for toll chargers, road authorities, toll service providers, fleet management providers and EETS service providers. It receives location data from GNSS-enabled devices, smartphones, connected vehicles or on-board units and the map-matching technology then identifies road usage, creates rated trip reports and provides charge reports for further processing and billing.

In the Netherlands and Belgium, the system is working to create tolling transactions across a network of approximately 14,000 kilometres of roads, including the dense Brussels road network where maximum accuracy is required.

At the heart of the solution is the GLP’s ability to convert raw GNSS data into verified charging outcomes. The open, device-agnostic architecture of the GLP allows authorities and service providers to work with different data sources while maintaining consistent transaction creation and charging logic.

The latest rollout also strengthens Kapsch TrafficCom’s position in the transition toward more flexible, policy-driven charging systems. In Belgium and Bulgaria, Kapsch TrafficCom is already supporting CO₂ tolling as part of its system. The company is also ready to support further charging types for external costs as defined within the EU directive which includes noise and air pollution. These capabilities are being developed in response to upcoming European requirements for differentiated charging models.

The GLP went live in this expanded operational setup on July 1. With live operation in the Netherlands, in Belgium and Bulgaria, Kapsch TrafficCom is now demonstrating that satellite tolling can be delivered across multiple countries through a common geolocation platform while still reflecting the specific rules, tariffs and operating requirements of each tolling domain.
